Pretty covering

I was standing on a small hill looking down at a small town at the bottom of the hill. The town was very cheery with pretty colors. Over the city was a transparent umbrella, also with pretty colors.

False covering

The people in the town acted as if they were all prepared and everything was covered. I was just standing on the hill and observing everything, knowing that the covering and umbrella was false.
